This is the announcement for Request for Proposal (RFP) related to Turkish Medium Altitude Air Defence Missile System (T-MALADMIS) Program under the Law 3238.
The Scope of the Program/System:
T-MALADMIS RFP is issued in order to receive proposals for direct procurement of 1 (one) medium altitude air defence missile system composed of 1 (one) Battalion Headquarters and Headquarters Company and 3 (three) Batteries, each of which would have sufficient amount of launchers, missiles, radars, command-control and communication systems and other support equipments.
Delivery Conditions and Required Documents for Receipt of RFP:
The electronic copy of RFP can be received by the authorized personnel of foreign air defence missile and/or ground system manufacturers or SADAD (Turkish Defence Industry Manufacturers Association) members which are capable to develop and manufacture subsystem(s) to be used in air defence missile systems.
In order to receive RFP, the below procedure shall be followed:
• First, the personnel duly authorized by the company/organization, shall submit to SSM his/her/their original authorization letter which is notary attested and the Product Catalogue of the company.
• For foreign companies/organizations from signatory countries of Hague Convention, the authorization letter shall be authenticated via Apostille.
• The authorized personnel of a foreign company/organization shall also submit his/her/their NATO Clearance or personnel clearance obtained from the related country’s authority.
• The authorized personnel of a domestic company/organization shall submit his/her/their NATO Clearance or “Şahıs Güvenlik Belgesi” obtained from Ministry of National Defense (MND).
• Facility Security Clearance Certificate of a foreign company/organization obtained from the related country’s authority and/or NATO Facility Security Clearance Certificate shall be submitted.
• Facility Security Clearance Certificate of a domestic company/organization obtained from MND and/or NATO Facility Security Clearance Certificate shall be submitted.
• For SASAD members, a document, which is not older than one month, showing that the company is a member of SASAD is required.
• Foreign companies/organizations shall also submit the list of their shareholders,
• The above mentioned documents will be evaluated by SSM within two working days and the company/organization will be informed about whether it could receive RFP.
• After SSM's approval, the price of RFP shall be paid to the bank and the bank receipt shall be submitted to SSM by the authorized personnel to get the electronic copy of RFP. SASAD members can receive RFP free of charge.
• The sale price of RFP is EURO 10.000 (tenthousand). This amount shall be paid to EURO account number 952 732 001 of Defence Industry Support Fund (SSDF) in Central Bank of the Republic of Turkey Ankara Branch (T.C. Merkez Bankası Ankara Şubesi, Ulus/ANKARA). The original bank receipt shall include the statement of “Orta İrtifa Hava Savunma Füze Sistemi İhalesi Teklife Çağrı Dosyası Bedeli”.
Delivery Schedule and Place for RFP:
RFP can be obtained from Rockets-Missiles and Ammunition Department of SSM (6th floor, Room: 609) until October 31st 2008, 17:00 hours, local time.
Submittal of Proposals:
Only the companies/organizations which have manufactured an air defense missile system, and received RFP from SSM have the right to submit a proposal.
Proposals shall be submitted to SSM no later than February 16th, 2009, 17:00 hours, local time.

Other Issues:
• The exclusive responsibility and right for the source selection rest with the Turkish Government.
• Only SSM has the right to modify any portion of this RFP.
• The scope of the effort may be revised at the option of SSM prior to the signature of any contract.
• SSM is completely free to finalize or not to finalize the Bidding, to award the Contract to any one of the Bidders, to issue revision(s) and request new proposals, to evaluate or not evaluate and to accept or not the submitted proposals, to reject any, some or all of the proposals and/or any portion(s) of the proposals and to cancel the Bidding. In the occurrence of such case(s), the companies who buy this RFP, shall not claim any compensation from SSM under whatever name.
• SSM, under no condition whatsoever, shall be held liable to compensate any costs, expenses and/or losses which may be incurred by the companies who buy this RFP / Bidders and/or their subcontractors in connection with this Bidding.
• Companies/Organizations which receive this RFP is deemed to have accepted all the rules and conditions stated in this announcement.
