SSM INDUSTRIAL PARTICIPATION AND OFFSET DIRECTIVE (2007)

DIRECTIVE ON OFFSET IMPLEMENTATIONS IN THE DEFENCE PROCUREMENT TRANSACTIONS-2003

Offset Division has been established on the year 1991 as per the 10th article of the Law no. 3238 dated 13 November 1985 for the establishment of Undersecretariat for Defence Industry.

AIM:

To increase the export defense industry products/services by first priority to be given to the present facility and capabilities,

To develope the other export facilities directed to decrease the deficit of balance of payments,

To provide new/additional export facilities and to strengten the infrastructure of the defense industry by means of research, technological cooperation, new and/or expanded investments within the framework of the needs.

VISION:

To compensate the deficit of balance of payments of the country during the procurement of modern arms, vehicles and equipments where are the needs of the Turkish Armed Forces,

To direct the present Defense Industry facilities to the export,

To strengthen the present infrastructure of the Defense Industry by means of acquiring new capabilities and to increase the market share.

MISSION:

To regain the foreign currency paid to the foreign countries for the procurement of defense systems where those activities were not possible to realize with the country’s facilities and capabilities, by means of offset applications.

To minimize the negative impact of the limited resources reserved for the defense budget on the balance of payments by means of activating the counter trade principle.

To develop the present industry infrastructure and to conduct studies not only to satisfy the local demands but also to increase the sales to outside.

DUTIES AND RESPONSIBILITIES:

To coordinate the offset activities of the projects managed by the Defence Industry Secretariat(SSM), act on the new policy making studies concerning the developments occurred within the country or outside the country on this subject

To follow up the activities of the signed offset contracts and to take the necessary precautions by means of contracts.

To prepare the sections for the Request for Proposal and the contracts related to offset arrangements and to conduct the offset negotiations,

To conduct local symposiums and conferences, to participate in local and foreign meetings /seminars ,to observe the publications on the Offset activities.
