Performing quality activities of SSM acquisition projects, in accordance with NATO and International standards in a systematic and well-disciplined fashion during their life cycle.

In accordance with the above work flow;
- DEFINING THE QUALITY REQUIREMENTS (RFP PREPARATION) AT THE EARLIER PHASES OF THE PROJECT
- PERFORMING THE PRE-AWARD SURVEY PROCESS FOR EVALUATING THE PROPOSING FIRMS’ DESIGN, PRODUCTION, TEST AND QUALITY MANAGEMENT INFRASTRUCTURE PROFICIENCY
- DEFINING STANDARD QUALITY REQUIREMENTS ACCORDING TO THE CONTRACT TYPES (FIXED COST, COST PLUS...)
- DEPLOYING QUALITY ASSURANCE REPRESENTATIVES TO ALL PROJECTS AT THE CONTRACT MANAGEMENT ACTIVIES PHASE

Group Leader (GL)
Information sharing with Quality Engineers, Quality Assurance Representatives and Test Engineers about projects
Forming contract articles and agreeing with the contractor
Planning and following Quality Assurance Representatives’ tasks
Following the project groups’ activities and informing Quality Engineers, Quality Assurance Representatives and Test Engineers
Determining application methods and forming standard documentation
Providing information flow in the group by arranging meetings
Quality Engineer (QE)
Determining the Quality System level that will take part in the RFP
Performing survey/evaluation activities at contractor before signing the contract
Following Quality applications at the design and development phases
Informing Quality Assurance Representatives about the projects’ quality activities of SSM
Quality Assurance Representatives (QAR)
- Tracing the contractor’s quality management system applications
- Participating reviewing activities at the design phase
- Controlling the production processes and products’ consistency with documentation
- Reporting to Quality Engineer and Group Leader if deviation occurs in the process and product specifications
- Performing surveys at the sub-contractors, if it is needed
- Participating Material Review Board (MRB) meetings and evaluating “Use-As-Is” and “Repair” decisions for the nonconformances
- Participating Configuration Control Board (CCB) meetings, approving Class-II changes and informing Quality Engineer and Group Leader for other change proposals
- Participating Corrective Action Boards, starting corrective action for the repeating nonconformances and following the corrective action implementations started by the Contractor
- Following and controlling the changes of procedures defined in the Quality Plans
- Following the standard repair activities consistency with the procedures approved before
- Informing the Group Leader about minor waiver and deviation proposals
- Participating physical and functional configuration audits
- Controlling of the products’ suitability with respect to product base line and controlling whether the products completed the production processes for acceptance or not
Industrial Quality Section
Purpose
Within the framework of Law No: 3238, performing acquisition activities of the Modernization Programs of Turkish Armed Forces (TuAF) are given to SSM. In the scope of this law, to improve the defence industry, Industrial Relations Section has been established to coordinate and/or manage the activities defined below:

Objectives
- UNDER THE RESPONSIBILITIES OF QUALITY-TEST AND CERTIFICATION DEPARTMENT, TO ESTABLISH COORDINATION AND COOPERTION AMONG USER, ACQUIRER AND SUPPLIER
- CONTRIBUTING THE INTERNATIONAL MARKET INTEGRATION AND COMPETITIVENESS STRATEGIES OF THE DEFENCE INDUSTRY , BY PROVIDING DEFENCE FIRMS TO ATTEND AND FOLLOW THE QUALITY AND QUALITY RELATED INTERNATIONAL WORKING GROUP ACTIVITIES OF NATO AC 327 AND ISO TC 176

EVALUATION AND ANALYSIS OF PRIME/SUB CONTRACTOR QUALITY SYSTEMS IN SSM PROJECTS
By the process that is defined below, Prime/Sub Contractors and SME’s quality management and industrial security systems are evaluated and analyzed whether they fulfill the contract requirements or not and also following the developments of the management systems and ensuring their reflections to applications.

Representing SSM in International (Civilian) ISO TC 176, ISO IEC JTC 1 SC 7 and NATO AC 327 Organizations, which are responsible to carry out the composing and updating of Software/Hardware Quality Management Standards, according to the requirements, and following the developments in system standards and informing Turkish defense industry.
Providing the participation of Turkish defence companies’ in the ISO TC 176, ISO IEC JTC1 SC 7, NATO AC 327 Main Group/Sub Group/Working Group activities.

INDUSTRIAL COORDINATION
Carrying out stakeholder activities of defense industry by organizing “Quality Congress” every year to:
- overcome the difficulties of today,
- be ready for tomorrow’s mission,
- generate a “COMMON UNDERSTANDING” through “INNOVATIVE” approach instead of “PERSUER” approach for securing the integration of stakeholders to the activities.
The theme of the Congress will be determined by taking account the opinions of all stakeholders, encountered problems will take place within the approved theme and actions will be planned and implemented according to the scope of specified strategies.
STAKEHOLDER INTEGRATION

INDUSTRIAL SECURITY
Carrying out the activities related with security and secrecy, within the scope of Defense Industries Security Directive (MSY: 317-2B), as an authorized body, called as National Authority for Defense Industry Security.
APPLICATIONS
Evaluating and analyzing the industrial security systems of Prime/Sub Contractor and SME’s capabilities, in case of fulfillment of contract requirements at their facilities
Following the developments (NATO, MISWG) in industrial security, combining these developments with national laws and ensuring these developments whether they are reflected to applications
Following the activities in accordance with Industrial Security Requirements of the contract
