Department Task and Responsibilities
Duties assigned to Strategy Development Department are stated below:
- Carry out studies to determine SSM’s mid-term and long-term strategies and goals pursuant to national development strategies and annual government programme framework,
- Prepare preliminary program of SSM’s strategic plan studies and provide necessary advisory and training services needed during the process of implementing the strategic plan,
- Carry out studies to determine SSM’s mission, vision and strategic goals,
- Carry out research studies on external factors related to SSM’s functions,
- Determine performance and quality criterias related to SSM’s functions,
- Collect, analyze and review data to improve SSM’s management and functions,
- Follow up the transactions relating to the partnerships of SSM,
- Coordinate the preparation of the performance program of SSM,
- Prepare the budget of SSM and Defence Industry Support Fund (DISF),
- Prepare a detailed expenditure program regarding the SSM and DISF budgets,
- Implementation of SSM and DISF budgets,
- Coordinate the preparation of the investment program, follow up the implementation results and prepare the annual investment evaluation report,
- Report the implementation results of SSM and DISF budgets and bring out precautions in order to prevent problems and increase the effectiveness,
- Follow up the compliance of the activities of the administration to strategic plan, performance program, SSM and DISF budgets,
- Organize the Defence Industry Executive Committee meetings by providing the coordination with related units,
- Coordinate the contribution of SSM to the preparation process of Ten Year Procurement Program,
- Prepare the ten year revenue and expenditure estimates of DISF,
- Deposit the DISF’s financial sources,
- Follow up the transactions from Ministry of Defence budget and other institutions’ budgets and utilization of these funds,
- Represent SSM in annual financial agreement meetings in United States of America regarding the Foreign Military Sales (FMS) and make the required coordination,
- Carry out accounting and reporting services,
- Keeping the records of movable and fixed assets owned or used by SSM,
- Prepare financial statistics covering the financial transactions,
- Perform the redeeming operations of the military service compensation fees transferred to the DISF pursuant to Military Service Law.
- Keep and hold ready the documentation related to the transactions they perform,
- Carry out studies on setting up the Internal Control system,
- Perform Ex Ante Control activities pursuant to the Instructions for SSM Realizing the Payments and Ex Ante Control Applications document,
- Suggest necessary steps to be taken to avoid the gap between goals and outcomes and to increase the efficiency,
